Outlook Express is an email CLIENT, not a server.

Your problem is that you can't send email through AT%26amp;T unless you're connected to the internet through AT%26amp;T - email servers don't "relay" email for clients (that allows people to spam email). When you're traveling you have to send your email through the provider you're connected to.

You have a few options:

You can reset your email program (OE, although I'd recommend Thunderbird) to send through the email server of the provider you're connected to (in Thunderbird it's easy to set up a few different email accounts, and pick one when you're sending email).

You can run your own email server on your computer. (They do take a bit of setting up, though - but learning new things is good.)

You can use webmail. Most providers have a web-based email system. You use your browser to connect to the page, log in and read and send email from the page.

If you have a computer that you leave home, you can connect to it (from your laptop) using Remote Desktop Connection or a VNC program, and read and send email using your home computer when you're on the road.
Reply:I don't know about better and I'm certainly not an expert, but there is Hotmail, Yahoo, AOL, MSN, Gmail. You can try several to see how they work for you. If this is for business you may want to get someone who knows more than I do about it.
