Using Outlook Express for E-mail, is there a function which would tell me the history of the Email sent?

I am looking for an application which I can use, so that I will be able to tell if the intended recipient of an E-mail actually received it. Like "return receipt requested" in snail-mail.

Look under tools and then email and then options you will find what you are looking for.
